In our experiences observing immigration agents, we have seen first-hand that the use of noise makers by others- whether whistles or horns- escalates officer reaction and tensions.
Because our mission is community safety, we prioritize de-escalation and we ask our volunteers not to make noise in their activities. See this link for a detailed explanation of this standpoint.
People of goodwill differ broadly in their views about this, and without judging those who come to other conclusions, this is how we operate.
